An impact assessment is an "evaluation of the extent to which a program or project causes changes in the desired direction in a target population" - i.e. you have a problem with large groups of youths hanging about on street corners and intimidating people. You decide to place more police in the area. The impact assessment determines whether this has an effect on reducing the number of youths and reducing intimidation.
"Management of Violence" is quite straightforward. The Race Equality means either that the impact assessment is being conducted by (for instance) the Race Equality team at your local council or alternatively is looking at a racial dimension in Management of violence - do black people respond better to violence management programmes than white, or vise versa. What about Asians etc etc etc.
My guess is that you are looking at a document from the Race Eqaulity Team at the council seeking to assess the effectiveness of violence management programmes on the behaviour of programme users.
