Plants for Seaside

Can anyone recommend plants for my cliff top garden. I'm in the East of Scotland.. Not as far north as Aberdeen but still get some really harsh cold winds in the winter. I had thought of grasses, but I understand they are not good for hay fever or allergies etc as they have a lot of "spoors"?? Cheers
