Do these people live in the real world?
The idea in it's self is good, but I am afraid it will not get the response needed.
Instead of attracting a cross section of youngsters, ie class, ethnicity, etc, It will only attract the type of person that now attends Scouts, Guides, Boy's Brigade etc.at a cost of up to £1,400 each,it would be better to send them all away on a package holiday.
Cameron's original idea of making it compulsory was a much better idea, take the decision out of the child's hands, it's all a matter of discipline.
