I don't know about petrol tankers but other journeys involving hazardous material are definitely of interest to the police. If you were taking it on a ferry, they would put you at the very front or the very back of the freight deck, so they could push the vehicle off if it (or something else) caught fire before it exploded. OH has has this happen when carrying paint (not pushed off, but being loaded in a secure place).

No, but you do need a Hazcem Cert, at one time the police had to informed if you carrieed a wide load between counties of the UK, but now because of cost whoever carries a wide load has to arrange their own escourt.

Petrol tankers (and other hazardous goods) come under the ADR regulations. ADR stands for something in French! Anyway, upshot is you must have attended the pertinent course (there are 9 classes of haz materials) and have passed the exam and have your ADR licence. Then you can drive the vehicle. You do not have to tell the Police, but you must carry the appropriate safety equipment and have your Tremcard (emergency action information) in the vehicle. To be honest, I can't understand why you are asking this question as all this will have been covered in the ADR course and petrol tanker compaines (eg Shell, BP) have very strict operating procedures for experienced drivers...you can't just pass your test one day and take 25,000 litres of petrol on the highways and byways the next.
