Isn't the time long overdue that certain restrictions are put on these mobility scooters?
1/ They should not be allowed to anyone, only persons that cannot get about in any other way. i.e.(doctors certificate needed)
2/ Persons who do not hold a driving licence, should be required to take a driving test to prove their ability to handle a scooter.
3/ All scooters should be safety examined each year.
But let us not only target mobility scooter users, Third Party Insurance, and road safety tests should be mandatory for pedal cyclists also.

I must say, I'm not quite clear why blind people should want one or be allowed to have one, but that's just hearsay - even the Daily Mail newshounds don't seem to have located anyone like this, they're just reporting gossip.
As for the non-blind, there are driving tests for ordinary cars, but these do not seem to have stopped accidents happening, or people driving the wrong way down motorways. Tests are no guarantee of anything (unfortunately).
And why stop at pedal cyclists? We should have third party insurance for any pedestrian; think of the havoc they cause when running into cars. (I've done this myself and I almost dented the car. It more than dented me.)

So, at the end of the day you ARE just a dictatorial right wing miscreant who furthermore believes that a man has no right to throw his weight around verbally with another unless he's prepared to experience physical assault.
