Good idea or not?

Yes I know the first thing one says is "I pay enough Council Tax for the council to do the job".
But look at it practical, there is no way councils have enough resources or even the time to salt all but the major roads.
So why not let them dump a pile of salt at the end of the streets, lanes. avenues or roads? that way the residents could get together and salt their own areas.
But now having said that, why not recruit the long term jobless to do the job, at least they have plenty of time on their hands?

I'm sure I read somewhere that you could get sued for clearing the snow on a public road, if you don't do it properly and someone gets hurt. Where would you stand with that?
