For more on marking an answer as the "Best Answer", please visit our FAQ.I think they mean MySql rather than SQL Server, MySql is the command (DOS) based database connection similar to the early Jet or ISAM connections ( its probably one and the same thing anyway ).
SQL Server requires a Windows based server and in which case you cannot run it on Apache ( that I am aware of ), SQL Server as backend database running on a Windows Server through IIS using ASP ( Active Server Pages ) is usually the norm.
As Regards PHP / CGI and MySQL you will have to ask someone else, as I dont use that.
