Hi, I won and auction and now the seller has refused to sell the item to me as she assumed the item would go higher than the amount I won it for....
Where do I stand?

Too bad ... (for the seller).

If you auction an item with no reserve, it belongs to the highest bidder ...

... even if the seller is disappointed.
But if the seller refuses to sell?
The seller can't "refuse to sell".

The seller has already "sold" !
there must be some kind of report/arbiter/control facility you can use to resolve this
If they kept the goods they'd 'sold', what then?
you needt o report them to ebay but if they point blank refuse bugger all you can do about it. ebay will probably cancel their account
Report her or him to ebay. I believe there is a way to do this. He/she will be banned from selling anything else unless they stick to the rules. jj is right if there was no reserve price then you have won the item.
you'll need to open a dispute via Ebay. good luck.
Agree with jj, etc. That's the seller's problem if they didn't put a reserve on it. It is yours (whatever it is!). Go to 'resolution' if no joy.
Seller Non-Performance ... file a report, get your money back.

That's as good as you're going to get, you can't MAKE the person send the goods, unfortunately.
I would assume you make a report to ebay and let them sort it out
You need to dispute with ebay, but in the long run, they don't do much, and they will open another account anyway if they want to. I have reported people in the past and their accounts have been closed so you should at least do that and give negative feedback anyway to warn others.I assume you haven't paid any money.

Hi, I have just open a dispute.... thanks for all your advice.
Let you know how I get on.....I knew the price was low, it started at 99p or a Buy it Now of £30.00 not may fault no one else bid on it!

Yes, JJ is right as usual, but you can not make the seller send the goods. What you can do is report them to Ebay, and then write a VERY bad report for them telling everyone the truth.
Email the person and say that you are sorry to have to do this but, if necessary, you will have to issue a County Court small claim for "Specific Performance" of the contract.

This will incur costs, which you will seek to recover from the seller (and will invite the Court to exercise its discretion to override the "fixed costs" rule and award you the full costs of the claim).

Good luck, Lisa.

Hope it gets resolved for you.
They will get a strike against their account. Too many .. they're out.
Not much you can do really, however much a bargain it was.
I would report them to ebay, you could even give negative feedback. Hopefully they will have their account cancelled, this isn't how ebay should work ... good luck ! Keep looking on ebay, whatever it is, you will probably see it again - and cheaper !
Ther have to sell it..or they will get thrown off..even if you bought it for a penny...if you have the email they sent you admitting that they wer expecting a higher bid...email him explain that they are breaking ebay policy and if they dont comply..you will send the email they sent direct to ebay complaints, resulting in there account being immediatley suspended....then if they dont send it you..get them thrown off...I once sold a prada mens coat..and instead of starting bidding at £40...i made a mistake and put it buy it now £40....a blok bought it within 10 minutes.....i explained i ment to start the bidding at £40..it didnt matter..i had to sell it,,,i was expecting £250...nightmare....
