In many parts of the country, parking enforcement has been taken over by local councils (rather than by traffic wardens or the police). Your reference to a 'street warden' suggests that you're in such an area. In which case, there should be information on the council's website about paying.
You'd only have to give the car details....they honestly won't care who pays. Say for instance you didn't have any money and a friend was paying it on your behalf...they will hardly say no.
Do you know what council area the PCN was issued in? If you do contact the parking department at the council head quarters, they will have one even if they don't deal with thier own tickets. Ring them explan the problem they will help.
