does a solicitor have to deal with distributing money to the beneficiaries of a will? does the executor have the right to issue cheques.

The Executor does this by opening a specific bank account in the name 'Executor of Mr Bloggs' that enables him to take in the money released by building societies etc and pay out the beneficiarie s. No need to involve a solicitor unless extremely complex - waste of money.

Not sure what angle you are coming from:
if the deceased appointed the solicitor as executor, then the solicitor has the right and duty to do all the work
if the deceased apponted a relative, etc, as executor and that relative appointed a solicitor to assist, then it's up to the relative and solicitor to agree who does what
The relative doesn't have to use a solicitor - it's perfectly possible to DIY
