Thinking of a book..

Somebody described this book to me the other night and I cannot for the life of me remember the name or the author.

A world of black and white and the colour that you see denotes the class that you are. The state/government pumps colour into the national parks etc? Cannot remember much more.

Any help would be much appreciated.
