Do I Hand myself in?
I have an arrest warrant against me for the 'non payment of fine' and would like to go to the Police Station this morning to be arrested so I can speak to the Magistrates about the matter. I actually paid the fine in full in December but the Fine Office sent it back to me in the form of cheque so Bailiffs could pursue me instead which they have vehemently. I refused to cash the cheque yet had to when it neared 6 months expiry. First though i paid the fine in full again at the Court House. They re issued a Distress Warrant and again returned the fine in form of a cheque of the payment. Now I have an Arrest warrant and at my door, If i give myself in will it show against me in a CRB check. Please note i have been to the Ombudsman, MP written to the fine office 12 times to no avail. They have no idea how upsetting this has been. Will I incur court costs?? Can I be heard without arrest? Won't it be wrongful arrest as i have already paid and have the cheque to prove it?

Thank you to those who have given helpful comments!1.PAID FINE £95 2.Three weeks later got letter from Bailiffs asking for £170 3. Sent letter to Fine Office saying I had paid and why Bailiffs - they sent my payment of £95 back by Cheque 4.Begged Fine Office to sort it out who told me it is with the Bailiffs 5.Sent letter to MP as you have to; for it to get to Ombudsman-Ombudsman said they were NOT going to look into it and thats that! 6.Asked MP to help who said he can do nada if that’s what they say 7.Distress Warrant issued by Bailifffs and amount NOW £370 no chance of paying 8.Told Fine Office from begin I would not cash cheques but 6 months life near up9.Pay fine again At fine office in London who cannot see any details of distress warrant and cash ‘old’ cheque 10. In meantime was waiting for reply from Head of fine office again after sending 4 letters out to different depts asking for help10.she replies again and says cannot do anything11.Distress Warrant is reissued as Bailiffs 6mths is up and cheque of £95 is sent back to me 12.Complete despair!13.Arrest warrant issue and the cheque of £95 still in my hand! The actual money for the Fine still sat in THEIR Account since December

If the fine was paid promptly, there would be no justification for involving the bailiffs and this would put the ball entirely in the court of the OP.
If, however, payment was delayed so much that the matter was handed over to the bailiffs, then I'm afraid you are liable for their costs, too.

Danni, you seem reluctant to clarify some points, i.e. did you settle the fine after the due date? If that is the case then you will incur additional costs. If you were unable to pay up by the due date you should have gone to the court and explained and attempted to negotiate a payment plan.
It is strange that your MP, the Ombudsman and Fine Office will not listen to you; perhaps it is because you have no case to answer if you did not adhere to the terms and conditions of the original fine.

By the way I received the fine because of an over zealous policewoman said I was 'refusing to give a breath test' on the street which after two trys to do so was just wondering why? I hadnt even been driving or have a car! So incensed that they had then arrested me I refused to give my details at the station because I was being accused of something i hadn't even done. They kept me in a cell for 16 hours because i was still so cross about it, wouldnt tell them my name and address - upon principle why should i for them to persecute me! Someone had to come and tell them my name and address and yes they got me for it???when the Police say you are wrong you have to take it-what a joke and the 'justice' system backed them up and still is. When I went to court I refused to plea guilty for failing to provide a specimen. It was established how or why it may have come about that the Policewoman came to that conclusion yet her problem was put onto me and my solicitor was no help even though it was known and stated i was not in charge of any vehicle so did not need to give a specimen yet I have it on record and a fine and costs for being told I had done something I hadn't! £300 for the privilege! And so it continues...even though i have paid the fine in full!
