Noisy Neighbours

I have watched a few of the recent morning BBC programmes on noise and thought I should ask my local council if I have any redress on my own situation. These include "stomping" (as opposed to normal walking) across the floor, wearing "hard " footwear on say ceramic tiles, noisy valve drawing of water in the bathroom which can wake me up, my having to listen to my TV wearing headphones etc.
According to my Council's web site they cannot investigate"any general living noise resulting from inadequate sound insulation between properties". I have heard that some councils have powers but are somewhat reluctant to enforce them. Does any one have any experience of this apparent contradiction.

Have you got sprung floors? this sounds like my MIL's problems in her flat.

Environmental health should be able to do something about the noise.

Have you spoken to your neighbours, they may not realise how their living noises affect you.

It's worth asking your local council if they'll get involved.

My friend (who isn't exactly a 'hell raiser' - she's 77!) received a letter from the local district council, stating that they'd received a complaint about her dogs barking and her TV being too loud. (She's since got a couple of hearing aids, so hopefully that won't be a problem in future). If nothing else, it show that some councils will at least write to people who create noise. (That might be all that is needed).
