Odd telephone problem

This is odd to me - I've a phone at work connected to the internal phone system (but normally able to make outside calls). The handset is completely dead, has no tone or anything including when tried in a different socket BUT it does ring for an incoming call, how can that be? It's a basic model with no answering machine or extras.

Thanks OG. I've now discovered it keeps ringing even if you pick it up so am guessing the fault is that 'rest' bit the handset sits on.
