Slow notebook

I bought an Acer Aspire One 722 notebook while on holiday in the US over Christmas.
When I returned, I switched to a fibre-optic service and am getting a pretty constant 30Mbps wirelessly on my main computer. My notebook however struggles to reach 7Mbps, even if I use the wireless adapter from my PC.
Both are using Windows 7 Home Premium but my PC is 32 bit and my notebook 64 bit.
Is it common for notebooks to run slower or do I not have the correct settings for my network connection?
Any advice greatly appreciated.

I meant to say I have 40mb of memory on my notebook and only 20 on my PC.

Sorry again, I think it may be 4gb and 2gb ram - I am a bit of a dope with the technical stuff!
Do you mean 4gb and 2gb of memory (RAM), the amounts you posted don't exist in terms of RAM, you would be unable to even boot up with that.

A 7mbps connection to the internet is pretty good really, unless you are playing online graphic intense games you won't need to be quicker.
