last year i changed my car insurance to another company about 8-9 months,while i was with them i han no claims and then with the second company i had about 2-3 months no claims but then scrapped my car,so i stopped my insurance,can i still get 12 months no claims even though i was with 2 company's over the 12 months

Unfortunately not - you need to stay with the same company for the full year to get the bonus.
