that seems sensible - if you have a holiday planned at the end of your year, then fall ill, it would be harsh to lose it, compared with someone who took holidays at the beginning of the year.
This isn't new at all. It has happened for years and certainly did in the jobs I had.
The change is that folk will be able to carry it over as of right so there may be contracts forbidding that at the mo but that will stop under the new regulations.

As I understand it Chris, the ruling on the carrying over of leave is to be included in the relevant Act through an amendment and THAT is the change.
