I was under the assumption that you meant that in the angry outburst, one lashed out, and the victim fatally hit their head etc.
In an angry outburst where one strangles a person or grabs a weapon, ie. gun. knife, brick etc, and kills the person, then yes it is murder full stop, and should therefore carry the same sentence as any other type of murder.

i doubt there is anything as simplistic as 'full stop' - certainly not something with all the contributory factors murder has.
I personally would deal more severly with someone who has spent a length of time planning and working toward a murder than someone acting on impulse.
