further on, along my route, ( see post below) i saw a blind man, stood at the curb, holding his stick straight up in the air. I assumed this meant that he wanted to cross, and I began to slow down.
It's a very busy road and the cars coming the other way were going so fast, and I worried that if he crossed where I was, the others wouldn't stop and then he'd be in danger because of me!
So i didn't stop and I feel bad.
Is that what they do, when they need to cross?

It is a signal for 'stop' I want to cross, however, you did right not to as you say - traffic in the other direction etc. made it dangerous to do so. The gentleman may have been in unfamiliar territory and hopefully another pedestrian would have come to his aid.
