Also the class of travel - business/first class passngers can take more.
For economy class passengers
North America - two pieces of baggages neither of which can exceed 32 kilos - there is also a size restriction
Elsewhere: generally 20 kilos, but a few offer 25 and some as low as 15. (Ryanair for example, and some charter companies)
Then there's hand luggage as well where policies and strictness of enforcement vary widely.

if u look at your ticket when u get it, it normally states how much u can take the norm is 20kg in Y/Class (economy) 30kgs in C/Class (club/business) and 40kgs in F/Class (first class).
some airlines do alowe the chk-in agents to give nor more that about 10kgs at their own discrection. but not when it come to the flight to the states,,
if u r over weight u have to pay anythink from 3taxs-5taxs or charge each tax can be upto �90.00 depending on airline/route/destination in the states u r going to. if u have more than 1 bag they should just charge u 1tax or charge...
hand luggage again varies from airline 2 airline the most common is no more that 5kgs but some will give upto 12kgs in y/class and 18kg in c/class and f/class
for this it is better to check with airline u can call them or check on their web site this normally gives all the relevent info..

The free baggage allowance to countries in the East is generally 20 kgs as somebody said. Depends on the airlines though. Etihad airways allows a free baggage allowance of 30 kgs.
