cath got me out of a spot of bother re. getting into my emails but NOW.........I cannot get in unless i fill in an "added security form which wants my phone number and an alternative email address.

Is this a scam?

How do i get rid of it?

This is not a scam. This is the recent policy released by hotmail to protect your email address. You can enter an alternative email address for security issue.
Image that if you forget your password for this email address, you can choose to reset the password, and your reset password link will sent to your alternative email address.

But you can also just ignore the message.
