gun and barrel

my father heard this phrase and apparently it means when a person for example buys everything and consequently guns and barrels is this phrase correct or hideosly wrong. please help!

Could the phrase be the three classic parts of a rifle or musket?

The lock: trirgger hammer etc
The stock: that wooden bit against your shoulder
The barrel: which directs the bullet

Lock, stock and barrel, in other words everything.
