Laptops have really come down in price in the last couple of years haven't they, try as I might though, I just can't get on with them, I much prefer my desktop.
I know this is an inexpensive laptop, but the AMD E300 is a very low end and slow CPU and is more aimed at notebooks (that want to save power) than laptops.
It may be ok for what you want, but I would seriously look at paying a bit more and getting a more powerful CPU.
If you can afford £400 and are thinking of Toshiba, I would suggest that you push yourself to a further £30 and get one with a larger Screen. Something like this:-
A 17" screen laptop is rather large and heavy so it depends what you plan to do with it.
If it will sit on a desk most of the day then go for a 17"
If you are going to carry it round a lot and use it in lots of different places then go for a 15.6" screen.
The PC World Toshiba you linked to has 8Gb of memory and you just dont need 8Gb of memory. Got for 3Gb or 4Gb or memory and a better CPU like an Intel i3.
However, bear in mind what VHG has said about screen sizes.
I like a big screen and have a 20inch Monitor on my HP Desktop and a 17inch on my Dell Laptop. Neither of which leave the house; so portability is of least importance to Viv and me; but does enable both of us to be using computers at the same time.
