Old kids film

About 10 - 15 years ago, i watched a flilm about a boy who had a white tshirt with a picture of a tiger or a lions head on the front and it let him do special things. the only other bit ican remember from it is his in a race at the end and the tshirt makes him freeze half way through the race. Any ideas what it is??

I remember the film but not it's name it was a really british type of film and I think him losing the power in it had something to do with it getting wet. It also had the regulation baddies in it that he had to escape from and a Sports Day of some sort maybe. I saw it about the same time on terrestrial so it wasn't a Blockbuster, it did have a certain charm to it though. Pretty sure it was a tiger too.
