do undercover police cars have magnetic blue lights they can quickly stick onto the roof, and a siren, so they can come out of undercover in an instant?

or is that just in films?

It's an American thing.
UK cars have built in lights which don't show until activated.

Not every plain car, but some do have some kind of alert system such as a big 'Police! Stop' sign that magically lights up in the rear window.

Some have blue lights hidden in the front grille and a siren. I have only once seen a magnetic blue light in use.
