my deisle wont start ,can the fuel freez because of the cold weather?

Nowadays all diesel has an 'antifreeze' additive to prevent waxing (the proper name for diesel freezing) in 'normal' temperatures. As long as you are not in Antartica or similar, you should be OK. I used to drive to Austria and had no problems in the winter when it got down to -25C.
More than likely it is a problem with the heater or glow plugs not coming on, read this for all the information you need to know about what they do and how to change them. As short term measure you could try using ''easy start'' spray which is a can containing a very high inflammable mixture of solvents etc... which you spray down the air intake to assist with poor starting problems on fuel engines.
