It could be either. It depends on whether you read it as "a pair, say...as well" or "a pair...say, as well" The former would give "too" and the latter "two". In other words it is uncertain whether the "say" element...ie a reference to how something sounds...attaches to the start of the clue or the end of it. A poor clue, indeed.
