Timothy Dalton is a welshman born in Colwyn bay in 1946, geoff Hoon was born in Derby in 1953 and in the seventies was a lecturer in law at Leeds university, it seems unlikely that they are related.

they have often used their uncanny similarity to good effect, much like the twins in The Parent Trap. Hoon for instance had always wanted to meet Vanessa Redgrave and was fortunate to be able to stand in for Dalton in several scenes in Mary Queen of Scots (you can just tell because he's slightly shorter). Dalton, for his apart, sneaked into Parliament once in Hoon's place, and assured the world that Iraq had WMD. This caused so much trouble for Hoon that the two haven't spoken since, and no longer entertain charity show audiences with their Darth Vader impressions.
