The nearest capital city on mainland Africa is Kampala,Uganda which lies at 0.21 degrees North.

This just beats Libreville,Gabon ,which lies at 0.25 degrees North.

However the capital of the West African island nation of Sao Tome and Principe,which is Sao Tome lies at 0.19 degrees North,

Depends on how pedantic you want to be!
