Getting Married

Hello,M name is Tamer Qtaish Originally German, I have been here since around 2 months, Work as a PHP developer for a respectful IT company...
I started with these details to explain my question:
Well my fiance and I are been trying to get married since the last 2 years, originally we met at Jordan, she is originally Jordanian and by law we can't get married there unless her father consent which never happened, finally after a lot of pain and abuse she decided to go to the states for study, so she did and the idea was for me to get a job there which didn't happen and get married there, now I am facing the same problem but without she being in the country so
A I need to be able to get her into the country legally and
B hopefully finally get married so we can start our lives together, would appreciate any help or advice or at least pointing me to the right direction
