Where Do Gnats Come From

ok, silly question time, I have seen over the past week clouds of what I call gnats, but are they gnats? they form clouds and dart around about a foot from the ground, on sunny days (don't seem to matter how cold it is) do these things overwinter somewhere? they are so tiny, I don't know how they would survive in such cold weather.

I think they must emerge from larvae from stagnant water, over-wintering in a pond maybe ?.
I've sometimes noticed them hovering in a small cloud above a drain cover.
What amazes me, is that they never seem to get knocked down by rain drops!. I think it's the air pressure around a rain drop that pushes the gnat out of the way, rather than the gnat dodging the drop.
