Right-click on your desktop.
Select 'Properties'.
Select the 'Desktop' tab.
Assuming that you only want a plain desktop (without a pattern or image), ensure that 'Background' is set to 'None'.
Click on 'Color'. (Horrid American spelling!)
Select your chosen colour.
Click 'Apply'.
Click 'OK'.

>>>It's a bit strange for windows (assuming it is) to randomly change the background colour
Yes, that thought had occurred to me as well (but I'm never too surprised when Windows decides to randomly change something!).

All of the numbers from 0 to 10 should be visible on both numbered lines.
The first coloured square should be a vibrant mid-blue shade. The 5th one along should be a vibrant (not pastel) light-blue.

Have you recently updated a driver for your monitor? That can cause a change in colour sometimes because the monitor will adjust settings for best colour / contrast.
If your monitor has an adjustment for angle (up-down) you may have accidentally knocked it - that can make the colour look a different shade.
