It depends on what surgery you are referring, for example rhinoplasty, otoplasty and gynecomastia can be done at a very young age particularly where there is a certain level of derformity.  The following criteria are looked into before cosmetic surgery is carried out:

Purpose for surgery: Is the proposed surgery realistic? Does the patient seem competent to make the decision to have surgery?
Degree of deformity: Is the deformity noticeable? Are the patient�s expectations for correction appropriate?
Level of physical maturity: Will the patient grow out of the deformity?
Social costs: Does the patient suffer socially because of the problem?
The patient-parent decision: Are the parents supportive of the surgery? Are the parents pushing for the surgery against the patient�s desires?
Post-surgery patient attitude: Will the patient be able to adhere to a post-operative regimen?

If you are talking about breast enlargement or liposuction etc, then this is likely to be 18 years old plus (as the body is still developing) in some places this will be 21 years old min.

Thanks for your answers, actually Trillipse its not a "BlouseBunnyBoost", my chest is quite big enough as it is! The surgery I want is a "breast uplift" (I think thats what they're called) although now that I've thought about it I think they would be reluctant to do that on me anyway because of my age and the type of surgery it is, if that makes sense.
