Although the speed rating of a tyre makes it theoretically safe to drive up to a certain speed, a tyre isn't designed to sustain high speeds for any length of time (tyre pressures change, tyre overheats, tyre blows out). Additionally the Speed Rating takes into consideration both acceleration and braking forces on the tyre. e.g. a Speed Rating with a higher speed (V rated over S rated) would have a better acceleration/braking capacity than the other.
