Most computers/ISP's have static IP's although some ISP's use random IP addresses (Like AOL). So if your IP address is a static one (always the same) then yes you can be stopped from connecting to a particular website by the moderators/administrators.
Best thing to do is contact the administrator and find out why you were banned and asking to be unbanned.
Also each forum will have there own rules and terms (you should have agreed to them when you signed up - assuming you had to sign up).
There always ways around things, but it's better to be upfront an honest rather than sneaking around.
