If you get banned from posting on a forum at a website, can the moderators stop your pc from connecting up to that particular website?

You can be banned by your IP address, username or email address depending on the forum type.  The IP address is related to your computer and it's connection through your ISP. 

Most computers/ISP's have static IP's although some ISP's use random IP addresses (Like AOL). So if your IP address is a static one (always the same) then yes you can be stopped from connecting to a particular website by the moderators/administrators.

Best thing to do is contact the administrator and find out why you were banned and asking to be unbanned.

Also each forum will have there own rules and terms (you should have agreed to them when you signed up - assuming you had to sign up). 

There always ways around things, but it's better to be upfront an honest rather than sneaking around.

Most ISPs have a range of IP addresses which they "lease" out to their customers. Unless you buy a static IP address you will get one from their range. Even if you are on broadband and have your machine on all the time you do not have a static IP address. It may be a "virtual" static IP address (I had the same one for nearly 3 months) but it still comes from the address pool. If your IP is banned then turn your machine off, switch off the router/modem overnight then start it up again: chances are you will have a new IP address. E-mail addresses /usernames are easy to configure. If you are surfing from work then chances are they have a static IP address (an advantage when running exchange) so if that is banned, you are ******.

You could connect to t'internet through a proxy server which will alter the IP address which is visible to the rest of the world. If it's you IP address that's banned, that could be a workaround.

Or you just accept that the administrator doesn't want you there and stay away.

Yes. And they will be able to identify you even if you change your email address.
