My First Love...

Does anyone know how I can track down my first car to see what state it's in these days? It was a MK2 Cortina registration KTO 943E I sold in Leicester in 1999. I'm interested in buying the car back or, failing that, buying just the number plate to put onto my current car. The DVLA say the car is still registered to someone but can't give me any info as to who owns it because of data protection. Any ideas?
