he forgot he did not have recovery disc
he would lik to know if it is possible
to get it up and running without the disc

What model of pc, laptop or desktop? What version of Windows?
Was this the primary drive (the one containing Windows) and how did he manage to erase it?

It isn't worth advising someone who did this. Managing their computer is so far beyond them that it would simply be a burden to anyone who tried to help.

They need to take to to a professional.

In fact he didn't forget anything. He never even had a clue about what he was doing. Best thing you can do is get him to face up to this fact.
