In the first round each contestant has a maximum of three counters. The idea of passing a question to a different contestant is to make them use one of their counters to nudge the counters further over the tipping point so that when you have forced the other contestants to waste their counters in this way, you have more chance of nudging counters into the drop zone. Of course, to do this you have to answer your questions correctly.

Your right in what you say jeffa.
The producers must place the counters so that, usually, non will fall until a few counters have been dropped into the same zone and gone over the top tipping point.
I am always amazed when in the second or even the third round a contestant will choose to drop a counter in a zone that has had no counters in it previously. You can almost guarantee nothing will go over the tipping point. Makes me wonder if some of the contestants have ever watched the game before going on it.
