I do not believe Cameron really wants a referendum on in-out membership of the EU either. He imposed a 3 line whip on his party back in October 2011 in an effort to vote down a motion to have the referendum in the first place.
And if he was really that keen on having a referendum - why not have it during this parliament?

He is not offering an In or Out referendum. He is definitely for staying in.

The Conservatives have a very poor record of giving away to Europe. We were not permitted a say under Heath when we joined in the first place. We were not asked if we wanted to join the Exchange Rate Mechanism, and that cost us £billions.
