Diverting/changing Water Course
The builders developing a site near my mum's have re-routed a stream so that it now flows done an artificial waterfall, goes through the garden of one of the new properties then carries on its original course. The original stream bed formed the boundary between the site and the property next door. Can they legally do this? If the changes now create a flooding risk, who will be responsible, the builder or the new home owner?
