Does any keen gardener know what this plant is please ,at the moment it is about a foot high, has thin spikey leaves and there is some sort if flower forming about half way down the leaf.

Quite a few different ones.
It looks like a type of penstimon, can't seem to get a paste it on here but there are several types the leaves differ slightly.

Two plants maybe. Agree that the the thin stems with flowers could be woodrush, growing between a penstemon perhaps!
Not a Penstemon in sight, did you mean Pennisetum?

Soft rush may be considered as a weed in the garden by some, but if you also consider the wildlife attraction it offers, then you can give yourself a good pat on the back.
