It's a file associated with Conduit SearchProtect, while is malware.
The free version of Malwarebytes will probably get rid of it. (If not, please post again!)

When installing it take care to deselect the option to take a free trial of the 'Premium' version. Don't be surprised if a scan with it takes ages (probably over half an hour, at least) to run. When it finishes and tells you that it's found malware, click the button to view the results, place a tick alongside everything listed (if it's a long list, right-click on the first item and 'select all') and click the button to remove it.
