My first thoughts were that may be the people watching weren't fully aware of the seriousness of the situation till it was too late. Why it was filmed though I don't understand.

Incidents like this happened before cameras and youtube. They just weren't filmed and put on youtube. What would have happened before is that the people in the boat would have just watched the people float off and drown but it wouldn't be recorded.

As Elina says, I don't think anyone realised the seriousness of the situation.

They can clearly be heard laughing and joking with one another as the couple tumble out of the cart into the fast-flowing water.

Shortly after, a voice can be heard saying: ‘She is drowning man. Haha.’ Seven seconds later comes the comment: ‘Are they drowned man?’. <

That really is horrible. I hope they just didn't realise the seriousness, but at some point, it must occur to you that these people are in trouble? As others have said, i doubt standing aside is a "recent thing", but to then put it on Youtube seems particularly sick.
