If he wants sunshine he'll have to head well south (probably to the Canaries). If it's culture (+ superb restaurants and bars and lots to do) somewhere like Barcelona might be a good place to go. (Madrid is a fantastic city to explore as well).

Your friend needs to be aware that to get a 'hot' holiday he'd need to go well south into Africa (e.g. The Gambia) or consider long-haul destinations (such as Australia). None of those are cheap (although The Gambia isn't mega-expensive) and they're probably unrealistic for just a 10-day break because of the time spent travelling. Further, such destinations aren't served directly from Luton.
The warmest places he can get to cheaply and quickly are in the Canary Islands. For example it's usually around 20C by day in January in Lanzarote:

Tenerife will be nice in Jan.
Dec is the worst month, but it's still low to mid 20's deg C .... we've just booked for our 6th consecutive Xmas there.
If he does decide to go to Tenerife, tell him to head to the south (Playa Las Americas; Costa Adeje; Los Cristianos .... etc) as the north is generally a lot cloudier.
