When I put "certain areas", I thought some sensitive types would soon latch on the Asian/Black communities etc, and you have not proven me wrong.
If those who are quick to attach some kind of racist accusation, may I suggest they first read the BBC report.

"Areas frequented by the public" no mention of the ethnicity/colour of the public in these "Areas", but I suppose he meant Shopping Malls, Airports, Train Stations, Bus Stations, Markets etc.
