If they don't think it's necessary, yes - it's an expensive procedure. They should explain why not, though.

Of course they can. Are you suggesting they should unfailingly obey anyone's demands ?
not only can they refuse, they SHOULD refuse if they think its not best for the animal.
An animal has to be anesthetised in order to be x-rayed. Perhaps the vet felt that the animal was not in a fit state for that to happen.
If you want a helpful answer you really will have to give more details.

The vet probably thought it was not necessary, as above.

However, if you have a bad credit rating with them and can't show the 'readies' than they have every right to refuse. Not saying you're one, but they get plenty of people who try it on and play on the Vet's compassion.
Yes definitely.
I don't believe a vet is under any legal obligation to perform any treatment on any animal. However, if their refusal is seen by the veterinary authorities as unnecessarily unreasonable or cruel, and is occurring on a regular basis, I think they can be struck off the vets' register.
