Clearly St Helier, but is it just that it's a town on Jersey, but is "see man in" just that HE is in the middle? If so, poor clue, but am I missing something?

Thanks, bibblebub. The final E of WHISTLE makes ST HELEN's impossible and confirms ST HELIER. It's a loose clue I reckon. It's a great crossword but the odd loose one. Only human, I guess.
have been trying to come up with wordplay involving jersey as a cow, man could be 'he' or maybe 'Eli' but not getting anywhere
