Long Convoy Of Motorcycles On The M4 Is South Wales

I have just travelled back West along the M4 in South Wales, and there was a huge queue of traffic going East. I could see what was causing it....a huge convoy of motorcycles. I estimated at least 400-500, minimum.

No sign of the Police anywhere, but civilian outriders were parked at all the entry ramps along the Motorway, physically stopping any new traffic entering on to the Motorway. Some of the motorcycles riding along the M4 were were 3 and 4 abreast.

I have seen this sort of thing before but it can't be legal...why don't the Police step in and stop the outriders from blocking the traffic ?

We have a yearly " mega ride * down here...usually July/ August. Thousands of bikes usually take part,raising money for charity. Maybe it was something like that.
