Windows 10 Pop Up Message On Start

W10 installed and working well until now on booting up there comes a message "Failed to connect to a Windows Service" I close it and it doesnt affect my desktop starting so whats it all about please?

Press the Windows key and X together. That should bring up the Power Users Menu.
Click on 'Command Prompt (Admin)'.
Type 'netsh'. Press 'Enter'.
Type 'winsock reset'. Press 'Enter'
Restart your computer.
Cross your fingers.
