Best way is to claim on your house insurance for a new carpet, you will never totally remove the stain especially if it has started to dry which I assume it has.
the onlything you could do is

a) if it isn't very deep, i.e, a puddle or paint, youcould try shaving the carpet with a wet razor and taking off the top layer of paint.

b) if it is a deep puddle of paint, you might have to cut the patch out with a scalpel and cut a piece of carpet out the same shape and size from somewhere unnoticeable i.e under the sofa, in a corner, under a wardrobe etc and swap them over. tape them in place on the back so you don't keep on hoovering up the patch.

Other than that, insurance claim as rickshaw suggests.
i have used sand paper in the past if it is not to wet a patch. u could try paint stripper! it works on wood but do a test patch first some where out of the way
